I believe that local governance had little to do with it as there was a decline in the number of voters compared to 2017.<\/p>\n<p>A lot was expected from Vlora, even though there\u2019s a clear conflict between its local and central governments,\u201d said \u00c7ipa.<\/p>\n<p>According to him, the difference between the two camps in the case of Vlora and Fier is linked with the strategy of the political sides.<\/p>\n<p>\u201cSP maximized its votes in Vlora, but it wasn\u2019t able to do the same in Fier and if DP and SMI would have coordinated beforehand, they might\u2019ve kept their two mandates, 1 in Vlora and 1 in Fier; but they didn\u2019t focus on building this.
