The Democratic Party has submitted to Parliament a package related to constitutional amendments, where among other things they request to reinstate coalitions through the electoral reform.<\/p>\n

According to what they are proposing, MP candidates can be nominated by political subject, a coalition of parties, or voters.<\/p>\n

In regards to the territorial reform, the Democrats want to restore counties as units of local governments.<\/p>\n

\u201cThe units of local governments are counties, municipalities, and districts. Other units are regulated by law. Counties and municipalities are the basic units of local governments. Counties include rural territories only, meanwhile, municipalities mainly cover urban territories, and only partially rural territories. They carry all self-governance duties, excluding those that the law attributes to other local governance units\u201d, the package read.<\/p>\n

In addition, the DP is demanding that the background check on politicians, known as the vetting process, be conducted by SPAK and the Constitutional Court.<\/p>\n

\u201cThe decision to reinstate in duty or not is taken by the Evaluation College near SPAK. In case it rules that a public functionary must not be reinstated, the former is suspended from office until a final decision\u201d, requested the DP.<\/p>\n

\u201cWe\u2019re 100% open to discuss constitutional amendments\u201d<\/strong><\/p>\n

The head of the Socialist Party\u2019s parliamentary group Taulant Balla has responded that the party is open to discuss on all proposals made by the Democrats on the constitutional amendments.<\/p>\n

\u201cWe\u2019re 100% open to discussing all proposals that come from DP\u2019s parliamentary group. What matters at this phase of the process is that proposals fulfill the criteria established by the Constitution and the rules of the Assembly\u201d, said Basha.<\/p>\n

But on the other hand, he underlined that the deadline of the Independent Qualification Commission cannot be subject to a political debate, referring to the issue as \u201cmainly technical\u201d.<\/p>\n
