This was declared by the high EU representative for foreign policies and security, Josep Borrell, while commenting on the current situation with Serbia\u2019s referendum, which aims to instate several constitutional changes this upcoming Sunday.<\/p>\n<p>According to Borrell, in the past, the collection of votes has taken place through the facilitation of OSCE.<\/p>\n<p>However, PM Kurti has made his stance clear and emphasized that this referendum won\u2019t be allowed in Kosovo.
