The bargain is made so that Rama gets the fourth power, while Berisha gets a few municipalities in these elections. Rama is playing both sides; on the one hand, he maintains good relations with the USA and on the other hand, he guarantees Berisha that he will be untouchable, keeping him as an opposition factor and allowing him to still be in politics, by leaving him crumbs.
