Diplomatic sources in the European Union, who claim to have had the opportunity to see the draft text for the Association of Serb-majority municipalities in Kosovo submitted by Albanian Prime Minister Edi Rama have told Radio Free Europe that \u201cthe text is written with great seriousness, and in terms of writing, it has a very high quality\u201d.<\/p>\n
Therefore, according to the sources, \u201cthe text is being carefully analyzed\u201d.<\/p>\n
However, when asked if this draft will be considered to advance in the dialogue, these sources have stated that \u201cthe text is seen as a contribution in this direction, just like other drafts that have been worked on so far by various non-governmental organizations\u201d.<\/p>\n
\u201cIt is not so important how the EU treats this draft, but how the parties, Pristina and Belgrade, treat it. It is up to them, within the framework of the dialogue, to advance towards fulfilling this obligation,\u201d said an EU diplomat.<\/p>\n
Albanian Prime Minister Edi Rama stated on June 8th<\/sup> that he had sent a draft for the Association to French President Emmanuel Macron and German Chancellor Olaf Scholz. Rama stated that the document is confidential but expressed confidence that it is \u201can internationally top-level document that takes into consideration all the reasons for the creation of the Association and that the Association is part of the organization of life for Kosovo\u201d.<\/p>\n The government of Kosovo has not yet made any statements regarding the draft proposed by Albania.<\/p>\n In the EU, it is stated that, in addition to various drafts presented by different organizations, many \u201cEuropean examples\u201d have also been presented, which could serve as a model to ensure a proper self-governance model for the ethnic Serbian community in Kosovo.<\/p>\n The establishment of the Association of Serb-majority municipalities is one of Kosovo\u2019s obligations that the EU and the United States insist on the most.<\/p>\n At the latest high-level meeting within the dialogue between the two countries, a draft for the Association was presented by the Management Team, composed of four members of the Serbian community.
