{"id":58792,"date":"2023-08-15T14:40:04","date_gmt":"2023-08-15T12:40:04","guid":{"rendered":"https:\/\/euronews.al\/en\/?p=58792"},"modified":"2023-08-15T14:40:04","modified_gmt":"2023-08-15T12:40:04","slug":"europes-golden-visas-are-booming-despite-calls-to-get-rid-of-them","status":"publish","type":"post","link":"https:\/\/euronews.al\/en\/europes-golden-visas-are-booming-despite-calls-to-get-rid-of-them\/","title":{"rendered":"Europe\u2019s golden visas are booming, despite calls to get rid of them"},"content":{"rendered":"<p><strong>(Bloomberg) \u2013 <\/strong>Business has been booming at immigration consultancies since the EU promised to crack down on citizenship-by-investment programs.<\/p>\n<p>Europe\u2019s citizenship-by-investment programs are alive and well, despite calls from across the political spectrum to end them.<\/p>\n<p>In Greece and Portugal, the number of visas granted in recent months has been on the up, and demand in Italy and Spain has hit record levels.<\/p>\n<p>The so-called golden visas allow wealthy foreigners to obtain residency in EU countries where they invest, potentially paving the way towards citizenship, by investing in local real estate or financial assets. Although these programs have specific requirements that need to be met, some only demand spending no more than a week per year in the country.<\/p>\n<p>Over 132,000 people obtained citizenship through these programs between 2011 and 2019, and political scrutiny has intensified as they\u2019ve been associated with rising property prices and weak regulations. Members of the European Parliament and the European Commission have called for EU countries to shut them down, and Ireland and the UK have already done so. The conflict between Russia and Ukraine has brought the golden visas under scrutiny, with Belgian MEP Saskia Bricmont labeling them as a way for \u201coligarchs, criminals, and corrupt politicians\u201d to \u201cbuy their way into Europe and launder their money, image, and identity\u201d.<\/p>\n<p>Calls to abolish golden visas are gaining traction. The Prime Minister of Portugal announced the end of its program in a press conference in February, stating that \u201cnothing justifies this special regime\u201d. Greece doubled its investment threshold from 250,000 to 500,000 euros for certain parts of the country. Montenegro pledged to terminate its program, and Spain is considering whether to increase the minimum investment from 500,000 to 1 million euros or abolish it altogether.<\/p>\n<p>However, despite all this, there\u2019s little evidence that golden visas are becoming harder to obtain.<\/p>\n<p>\u201cWe haven\u2019t noticed any significant change in the difficulty of obtaining a visa,\u201d said Patricia Casaburi, Managing Director at the immigration consultancy Global Citizen Solutions.<\/p>\n<p><strong>And more people than ever are striving to gain entry.<\/strong><\/p>\n<p>Introduced after the 2008 financial crisis to attract foreign capital, golden visas gained even more prominence during the pandemic as Americans seeking an alternative rushed to Europe.<\/p>\n<p>While politicians across Europe have talked about big decisions, the legislation they\u2019ve passed to curtail golden visas hasn\u2019t been particularly strict. Portugal removed the real estate investment residency option in July but left untouched the avenue for foreign nationals to gain residency by investing at least 500,000 euros in local companies or funds unrelated to property. The Netherlands still accepts applications for golden visas despite announcing plans to end its program. Montenegro is in the same position.<\/p>\n<p>Cyprus amended its visa framework in May \u2013 previously, family members of an investor could also get golden visas \u2013 but mostly left the program unchanged. Bulgaria implemented its golden visa scheme this year after closing it in 2021. Malta has refused to reform its program despite repeated calls from the EU Commission to do so. And the increase in investment thresholds, as Greece recently did, isn\u2019t considered a major hurdle.<\/p>\n<p>\u201cFor people with wealth around 5 to 7 million US dollars, a 500,000 US dollars investment to get EU residency is a good deal,\u201d said Nuri Katz, founder of Canadian-based immigration consultancy Apex Capital Partners.<\/p>\n<p>Among the countries that have scrapped their programs, other options are available. While there\u2019s no equivalent to golden visas, alternatives like digital nomad visas designed for remote workers seeking to live abroad are becoming increasingly recognized. Entrepreneurs interested in setting up a business in the UK, France, Ireland, or Germany can also apply for special investor visas, providing temporary residence and a path to permanent residency. Both alternatives have stricter requirements than golden visas: digital nomad visas require recipients to spend most of the year in the country, and investor visas demand clear business plans, annual reports, and a prior investment.<\/p>\n<p>The uncertainty surrounding the future of golden visa programs has been a boon for immigration consultants. London-based firm Get Golden Visa saw a 127% increase in Portuguese and Greek golden visa requests in the first half of this year compared to the same period in 2021. Consultancy Henley Partners said interest was at an all-time high, with requests up to 125% for programs in Italy. Global Citizen Solutions noted a 20% rise in inquiries for Portugal\u2019s golden visa compared to last year.<\/p>\n<p>The number of golden visas issued in Portugal in May alone reached 180, according to government statistics. In Greece, this number reached 412, 87% more than a year ago.<\/p>\n<p>Spain granted 2,462 golden visas last year, 60% more than in 2021. Italy also issued 79 golden visas last year, mainly to Russians, Americans, and Britons. This is almost double the number from a year earlier and the highest figure since the program&#8217;s launch in 2018.<\/p>\n<p>\u201cEvery time governments threaten to close these programs, there\u2019s an increase in people trying to become a part of them before they close,\u201d Katz said. \u201cIt\u2019s great for business.\u201d<\/p>\n<p><strong>The opportunity to fail<\/strong><\/p>\n<p>The primary reason immigration consultants aren\u2019t concerned about the disappearance of these programs is simply the money at stake. Over the past decade, visa-giving countries across Europe have garnered around \u20ac25 billion in total foreign direct investment through these programs. Portugal has been a major beneficiary, bringing in 6.8 billion euros over the years.<\/p>\n<p>\u201cWe still advise our clients to get golden visas,\u201d said Peter Franke, an immigration lawyer in Spain. \u201cThese programs are too big to fail.\u201d<\/p>\n<p>This dynamic is particularly pronounced in the economies of Southern Europe, which tend to be more dependent on foreign capital. Such countries are less likely to fully close the door to golden visas, said Will Harvey, a professor at the University of Bristol who studies reputation and skilled migration.<\/p>\n<p>Countries burdened by high debt, low growth, and striving to meet ambitious climate targets are more likely to need foreign capital, economists say. This means that if golden visa programs are reformed or eliminated, other tax incentives could replace them. In Spain, a law passed in January allows non-residents \u2013 including those with digital nomad visas \u2013 to pay a flat tax rate of 24% on earnings up to 600,000 euros over six years, compared to a 47% tax rate for the highest income earners.<\/p>\n<p>However, if the new restrictions drive people away from seeking residency within the EU, Casaburi of Global Citizen Solutions said Latin America and the United Arab Emirates, which also offer attractive visas, are good options.
