The Ministry of Local Government Administration has issued an administrative guideline<\/strong><\/a> that empowers citizens to initiate the removal of municipal mayors through a petition.<\/p>\n

This guideline is part of the government of Kosovo\u2019s efforts to address the ongoing situation in northern Kosovo comprehensively.<\/p>\n

In this region, predominantly inhabited by Serbs, there has been widespread opposition to the newly elected Albanian mayors following the April elections, which were boycotted by the Serbian population.<\/p>\n

Kosovo has committed to conducting fresh elections in four municipalities in the north. Given that the resignation of Albanian mayors is not being considered, the Government has sought the development of this administrative guideline to enable their removal through the collection of signatures.<\/p>\n

What does the administrative guideline entail?<\/strong><\/p>\n

Elbert Krasniqi<\/strong><\/a>, the Minister of the Ministry of Local Government Administration, has released the administrative guideline, requiring the support of 20 percent of eligible voters in a municipality to initiate the removal of the local government leader.<\/p>\n

According to data from the Central Election Commission, the four northern Kosovo municipalities \u2013 Zvecan, Leposavic, Zubin Potok, and North Mitrovica \u2013 had 45,095 eligible voters during the April elections this year.<\/p>\n

The guideline emphasizes that the collection of signatures must be voluntary and free from any form of pressure.<\/p>\n

The process begins with the formation of an initiator group, consisting of a minimum of three individuals who represent the request from the respective municipality.<\/p>\n

Before initiating the signature collection, this group must inform the president of the municipal assembly in their respective municipality and the Central Election Commission. Subsequently, the president notifies the mayor of the relevant municipality, the relevant ministry for local government, and the Central Election Commission about the request made by the initiator group.<\/p>\n

After receiving the request, the president of the municipal assembly has a maximum of five days to review and register the initiator group as an authorized party. Should this not happen within the stipulated timeframe, the initiator group can then request the Central Election Commission to assess the request and register it as an authorized party.<\/p>\n

Within five days of registration, the initiator group is required to submit necessary documentation to the president of the municipal assembly. This documentation includes the list of collected signatures and authorization from the municipal assembly for using public spaces for signature collection.<\/p>\n

Following this, the Central Election Commission informs the president of the municipal assembly and the initiator group about the total number of voters in the respective municipality and the number of signatures required, all within a five-day timeframe.<\/p>\n

The initiator group is then given 30 days to physically gather the required signatures. An extension of 15 days is permitted, but only once.<\/p>\n

Upon completion, the signatures are submitted to both the president of the municipal assembly and the Central Election Commission. Subsequently, the election institution verifies the signatures. If they meet the necessary threshold, equivalent to 20 percent of the voters, the initiators of the request have a 10-day period to reach this quota if it initially falls short.<\/p>\n

If the Central Election Commission confirms that the required signatures have been collected, a vote is organized to decide on the mayor\u2019s removal from office. This voting process is overseen by the Central Election Commission.<\/p>\n

The administrative guideline also outlines the voting procedure for the removal of a municipal mayor from office. The vote must occur within 45 days after the confirmation that the 20 percent quota has been satisfied.<\/p>\n

If the majority of citizens on the voter lists, specifically 50 percent plus one, vote in favor of removing the mayor, then he is officially considered removed from office. Subsequently, the results are sent to the President of Kosovo, Vjosa Osmani, who has a legal period of 30 to 45 days to announce extraordinary elections.<\/p>\n

However, if the vote fails to achieve the 50 percent threshold, the initiative is deemed unsuccessful, and according to the administrative guideline, a similar initiative can only be undertaken after 12 months.<\/p>\n","protected":false},"excerpt":{"rendered":"
