The Western Balkans Investment Framework (WBIF), responsible for coordinating grants and loans, primarily from the European Union and the World Bank, is spearheading the funding for the initial phase of the Adriatic-Ionian Highway, specifically the Murriqan-Lezh\u00eb section. This segment is a vital component of the Trans-European Transport Network (TEN-T).<\/p>\n
Official information from the WBIF reveals that the Murriqan-Lezh\u00eb (Balldren) highway project will span a newly extended 41 kilometers while doubling the existing highway. The project blueprint encompasses eight junctions, 23 underpasses, and eight bridges, totaling 1210 meters in length.<\/p>\n
The proposed project falls under the \u201cCategory A\u201d classification with a design speed of 120 km\/h. Additionally, 24.1 kilometers of secondary roads and service facilities will be constructed to support agricultural and industrial activities along the primary route and ensure seamless connectivity between both sides of the highway.<\/p>\n
The total estimated cost of this project is approximately 255 million euros. This budget includes 128 million euros in loans, with a 100 million euro grant application submitted by the Albanian Government to the WBIF.<\/p>\n
The European Bank for Reconstruction and Development (EBRD) is the institution offering the 128-million-euro loan. The Albanian Government is set to contribute 30.3 million euros to the project.<\/p>\n
The project aims to reach completion by 2029, and WBIF has allocated a grant of 1.6 million euros to finance the Environmental and Social Impact Assessment (ESIA) preparation, a Preliminary Project, and a comprehensive analysis to update the cost-benefit aspects of the Murriqan-Balldren highway section.<\/p>\n
The Adriatic-Ionian Road Corridor (AIC) represents an extension of the Trans-European Transport Network (TEN-T) that connects Central and Northern Europe to the Balkan Peninsula. This extensive corridor stretches from Trieste in Italy to Kalamata in Greece, covering a total distance of about 1,500 kilometers.<\/p>\n
Within the Western Balkans region, the corridor traverses through Montenegro, covering approximately 110 kilometers or 7% of the entire route, and Albania, covering roughly 315 kilometers or 20% of the total length.<\/p>\n
The Mediterranean Corridor along the Balkan coastline serves as a pivotal route supporting the cultural and tourist attractions of the region.<\/p>\n
It is a gateway to some of Europe\u2019s most beautiful cultural, geographic, and tourist destinations, from Spain to Greece, and holds significant strategic importance as it links with the Marmara Corridor, leading to the ports of Istanbul.<\/p>\n
The corridor is almost fully developed up to Croatia. However, in Montenegro and Albania, nearly 70% of the infrastructure necessitates substantial refurbishment.<\/p>\n
In the Albanian region, several critical segments from Milot to Fier are currently under construction through concession agreements, with winning contractors already announced.<\/p>\n
Based on the feasibility study, the Adriatic-Ionian Highway in Albania commences from Murriqan, continues through Balldren, Milot, Thumana, Kashar, Lekaj, Konjat, the Fier bypass, Levan, Po\u00e7em, Memaliaj, Subash, the Gjirokastra bypass, and concludes in Kakavija. This comprehensive route consists of 13 segments with a total length of 318 kilometers, including the Fier bypass, which is presently in the construction phase.<\/p>\n
