The former Inspector General of the Kosovo Intelligence Agency (KIA), Burim Ramadani, has published the full draft of the European Union for the Association, in the original version and translated into Albanian.<\/p>\n
He said that this draft is very broad and deep, while he added that “Kosovo must win something seriously big as a precondition for the implementation of this document”.<\/span><\/p>\n “Serious in the powers he attributes to the Association, but above all very serious in the opportunity he gives to Serbia to function within Kosovo. And this especially in education and health, social care, financing and donations, and the like”, wrote Ramadani. <\/span><\/p>\n The main points of the draft are presented below:<\/span><\/strong><\/p>\n – The association is called: Association of Municipalities with a Serbian Majority in Kosovo<\/span><\/p>\n – The headquarters of the Association will be in North Mitrovica, unless the member municipalities decide otherwise<\/span><\/p>\n – The Draft Statute has a total of 45 articles and is divided into 7 chapters.<\/span><\/p>\n – The Association, established with this Statute, provides a self-managing framework for the Kosovo Serb community within the existing municipal level of local self-government and will not acquire additional executive powers compared to its member municipalities. The framework includes supporting coordinated service delivery in specific areas, with the possibility of financial support from Serbia and an effective direct communication channel for the Kosovo Serb community to the Government of Kosovo through the Ministry of Local Government Administration.<\/span><\/p>\n – The association has legal personality, in accordance with the law in force, and the legal capacity necessary according to the law of Kosovo to fulfill its objectives, including the right to own movable and immovable property, to have joint ownership companies that provide local services within the scope of the Association and conclude contracts, including employment contracts, as well as sue and be sued.<\/span><\/p>\n – Members of the Association cannot transfer the ownership of their real estate to the Association.<\/span><\/p>\n – Other (non-Serbian) communities should be represented in all the bodies of the Association, reflecting the ethnic diversity of the member municipalities.<\/span><\/p>\n – The association will create its own official symbols, which may consist of a flag and a coat of arms.<\/span><\/p>\n – In accordance with the law in force, the Association will have the right to cooperate, within the areas of competence of its members, with municipalities and institutions, including government agencies, in Serbia.<\/span><\/p>\n – Such cooperation may take the form of the provision by Serbian institutions of financial and technical assistance, including equipment, in the implementation of municipal powers. Donations of goods and equipment from Serbia will be exempt from any tax or duty, in accordance with the legislation in force.<\/span><\/p>\n – All financial or other support received by the Association shall be subject to the supervision and audit of the Central Authorities as defined in this Statute and the law in force.<\/span><\/p>\n – The association can establish relations and enter into cooperation agreements with other local and international associations of municipalities, local authorities, regions and other local self-government units in other countries.<\/span><\/p>\n – The association will engage in the promotion and protection of the rights and interests of the Kosovo Serb community.<\/span><\/p>\n – To facilitate the exercise of these powers, the bodies of the Association have the right to approve the following: a) Regulations.<\/span><\/p>\n – The association will manage the educational and health institutions, which are directly financed by Serbia, in accordance with the specific procedures defined in this Statute and in accordance with the legislation in force.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":" The former Inspector General of the Kosovo Intelligence Agency (KIA), Burim Ramadani, has published the full draft of the European Union for the Association, in the original version and translated into Albanian.
