Euronews Albania has provided the full draft of the European Union for the establishment of the Association of municipalities with a Serbian majority.<\/p>\n
In the introduction of the draft, it is emphasized that it was written “in respect of the independence, autonomy and territorial integrity of the Republic of Kosovo”.<\/p>\n
The draft states that the primary objective of this Statute is to create opportunities in Kosovo for the Kosovo Serb community to benefit from the specific rights and municipal powers already included in the Constitution and other laws in force.<\/p>\n
The draft ensures that the Association will not have executive powers.<\/p>\n
\u201cThe association, established by this Statute, provides a self-managing framework for the Serbian community within the existing municipal level of local self-government and will have no additional executive powers compared to its member municipalities. The framework includes support for the coordinated provision of services in specific areas, with the possibility of financial support from Serbia and an effective direct communication channel for the Kosovo Serb community with the Government of Kosovo through the Ministry of Local Government Administration,” it is written in the draft statute.<\/p>\n
The association has the general objective of helping its members to cooperate in partnership, within their areas of competence, to perform functions of common interest.<\/p>\n
The association, according to this draft, will engage in the promotion and protection of the rights and interests of the Kosovo Serb community in accordance with Chapter III of the Constitution. This commitment will not replace, exclude, or reduce the rights and interests of other legal entities representing the Kosovo Serb community to pursue the same goals.<\/p>\n
“In fulfilling its objectives, the Association will not undermine or bypass the constitutional and legal authority and powers of its members and in no way replace or undermine the constitutional and legal relations between the central and local authorities in Kosovo”, the draft statute states.<\/p>\n
