The high number of tourists who visited Albania last year does not coincide with the income declared by hotels and guesthouses. As a result, the new law on tourism foresees a reference to the taxation of these structures, which will pay taxes on the use and not on the basis of the rooms they own.<\/p>\n
Hotels and accommodation structures will be taxed on the basis of the utilization of their structures and not on the basis of the rooms they own.<\/p>\n
In the draft law on tourism, some additions have been placed for its amendment, which are waiting to be approved in the Assembly.<\/p>\n
The measure will serve to calculate how much tax these structures have to pay and to fight high informality. The draft thus foresees the establishment of a reference based on the use, and no longer on the price of the room.<\/p>\n
The Council of Ministers will determine for different periods what the minimum utilization capacity will be for certain periods.<\/p>\n
\u201cThe tourist entrepreneur has the obligation to declare the utilization capacity of the accommodation structure, which, for tax purposes, cannot be less than the minimum level of utilization. The Council of Ministers, with the proposal of the minister responsible for tourism and the minister responsible for finance, determines the period of use and the minimum level of capacity of use for accommodation structures”, it is stated in article 64, point 7 as amended.<\/p>\n
For example, a structure on the coast that declares zero utilization in April for tax purposes, it will already have to pay at least the minimum level referred to by law, regardless of the declared situation.<\/p>\n
Even though they were fully booked, the hotels in the main tourist locations stated that they were using only 50-60% of the rooms.<\/p>\n
In October last year, Prime Minister, Edi Rama, said that the record number of tourists who visited Albania did not coincide with the income declared by these structures.<\/p>\n
Also, the utilization period is not realistic due to the high number of tourists who visited the country during periods outside the traditional tourist season.<\/p>\n
Along with the references, the draft law also defines punitive measures for all owners who will not declare the correct number of visitors, night-stays and other information, with a fine of over 150,000 ALL. A fine of 100,000 Lek will also be imposed on those who make incorrect statements about statistical data that affect tourism data.<\/p>\n","protected":false},"excerpt":{"rendered":"
