The chief negotiators of Kosovo and Serbia, Besnik Bislimi and Petar Petkovic, did not hold a tripartite meeting with the EU’s special envoy for the Kosovo-Serbia dialogue, Miroslav Lajcak, on Tuesday in Brussels.<\/p>\n
Bislimi met with Lajcak twice and said that the tripartite meeting with Petkovic failed because Serbia “conditioned the agenda of the meeting with unacceptable demands for Kosovo”.<\/p>\n
For the last time, they have met at the beginning of July, but without any result.<\/p>\n
At that time, Bislimi accused the Serbian side of wanting only partial implementation of the Basic Agreement for the normalization of relations, while Petkovic said that the Kosovar side does not want to establish the Association of municipalities with a Serbian majority.<\/p>\n
The Basic Agreement, which also includes the obligation to establish this association, was reached in February last year, but has not been implemented.<\/p>\n
According to sources in the EU, today’s meetings are expected to discuss the steps for its implementation.<\/p>\n
These meetings were preceded by the trips of the EU’s special envoy for the Kosovo-Serbia dialogue, Miroslav Lajcak, to Pristina and Belgrade.<\/p>\n
Kosovo and Serbia have been in negotiations for the normalization of relations since 2011.<\/p>\n
In addition to the level of chief negotiators, talks are also held at the political level.<\/p>\n
However, the prime minister of Kosovo, Albin Kurti, and the president of Serbia, Aleksandar Vucic, have not met since September of last year and both have accused each other of unconstructive approaches.<\/p>\n
The EU, on the other hand, reiterates that dialogue is the only way to normalize relations.<\/p>\n
It has conditioned the European integration of both countries on progress in dialogue.<\/p>\n
