On Thursday, the parliament approved with 74 votes in favor the draft law for Medical students at the Public University that obliges them to perform forced labor for no less than 3 years in Albania or pay the study fee.<\/p>\n
The law extends the effects from the next academic year 2025-2026 to the academic year 2029-2030.<\/p>\n
At first, the law provided for 5 years, but it was reduced to 3 years for those students after graduation, then those who are in the second year up to the fourth year, will have to work for 2 years and for the fifth year students and six a year.<\/p>\n
All those students who oppose this law and refuse to sign the contract, must pay the full fee for the years of study, which figure will be determined within days before the start of the new academic year, October 7, 2024.<\/p>\n
Meanwhile, the rest, who will stay for employment, will receive the diploma after the years of employment are over.<\/p>\n
There have been changes as far as employment is concerned. According to the new rules, the Ministry of Health must hire the doctor according to the average grade within 3 months after the licensing, without developing competition procedures.<\/p>\n
Students will initially be seen as an opportunity to be employed in health institutions according to the needs for doctors announced by the Ministry of Health and the selection of jobs is done by the licensed doctor, based on the ranking according to the average grade at the end of the studies.<\/p>\n
In cases where the young doctor is not offered employment opportunities, he has the right to find it in non-public health institutions in the country, notifying the ministry responsible for health, but always having the priorities of employment within 9 months in public health institutions.<\/p>\n
If the student is not employed for 9 months, then he has the right to 80% salary during this 9-month period.<\/p>\n
The students objected to the “forced work” imposed on them by law and in June 2024 they filed a lawsuit in the Strasbourg Court.<\/p>\n","protected":false},"excerpt":{"rendered":"
