We have all seen what happened in Austria and we saw what happened in the days when Vlora was flooded here, as well as in Bosnia, where many people lost their lives. There is a very simple explanation beyond the tendentious and popular analyzes of floods, and that is the change in rainfall patterns. Some time ago, the flood in Dubai was spectacular, where in the span of 18 hours an amount of rain fell equal to 4 months of rain in London.<\/p>\n
During these situations, there is no infrastructure that can absorb the first shock, but what we cannot ignore is the weakness that appears in our response at the local level, whether for fires or floods. Focusing on floods, it is imperative that there is a special focus on the organization of the structure, the training and the training of all those who must be ready to go to the field at the first moment.
