The number of employees in public administration surpassed 184,000 by the end of 2024, according to figures reported by INSTAT. Data shows an increase of approximately 3,900 hires around six months before the elections, while the numbers may have continued to change in the early months of 2025, just before the government implemented the Electoral Code’s hiring freeze.<\/p>\n

The inflation of public administration jobs before elections is a recurring phenomenon. In previous years, an unusual increase in hiring was also observed. For instance, in 2021, during the parliamentary elections, state sector employment expanded by around 8,000 employees, marking a 4% increase within a single year.<\/p>\n

To prevent the misuse of state employment for political favors, the Electoral Code mandates a ban on all hiring procedures in institutions that recruit employees under the Labor Code during election periods.<\/p>\n

The government announced in early March that any ongoing hiring procedures must be completed, but no new hiring processes in ministries, subordinate institutions, or state-owned enterprises can take place after March 3.<\/p>\n
