{"id":78094,"date":"2025-04-28T20:12:43","date_gmt":"2025-04-28T18:12:43","guid":{"rendered":"https:\/\/euronews.al\/en\/?p=78094"},"modified":"2025-04-28T21:29:38","modified_gmt":"2025-04-28T19:29:38","slug":"montenegros-prime-minister-requests-revocation-of-citizenship-for-kosovar-businessman","status":"publish","type":"post","link":"https:\/\/euronews.al\/en\/montenegros-prime-minister-requests-revocation-of-citizenship-for-kosovar-businessman\/","title":{"rendered":"Montenegro\u2019s Prime Minister Requests Revocation of Citizenship for Kosovar Businessman"},"content":{"rendered":"<p class=\"\" data-start=\"32\" data-end=\"445\">Montenegro\u2019s Prime Minister, Milojko Spaji\u0107, has requested the Minister of Internal Affairs, Danilo \u0160aranovi\u0107, to urgently initiate procedures for revoking the citizenship of Kosovar businessman Naser Ramaj, who is accused of tax evasion.<\/p>\n<p class=\"\" data-start=\"32\" data-end=\"445\">This news was confirmed to Radio Free Europe by the Government of Montenegro.<\/p>\n<p class=\"\" data-start=\"447\" data-end=\"966\">The former government, led by ex-Prime Minister Dritan Abazovi\u0107, had granted Ramaj honorary citizenship in 2023, arguing that he was one of the investors in the \u201cPorto Budva\u201d complex, valued at 80 million euros.<\/p>\n<p class=\"\" data-start=\"447\" data-end=\"966\">The prosecution accuses him and Valentina Grubovi\u0107 of failing to report revenue from the sale of residential and commercial spaces within this complex while managing the company \u201cAlart Centar Budva.\u201d<\/p>\n<p class=\"\" data-start=\"447\" data-end=\"966\">Three days ago, the prosecution announced that the Basic Court in Kotor had confirmed the indictment.<\/p>\n<p class=\"\" data-start=\"968\" data-end=\"1355\">\u201cGranting citizenship to a person under investigation for tax evasion and financial fraud could damage Montenegro\u2019s international reputation, especially in the eyes of European Union partners, which could negatively impact future investments and the country\u2019s negotiating position in the European integration process,\u201d Spaji\u0107 emphasized in a letter addressed to the Minister of Police.<\/p>\n<p class=\"\" data-start=\"1357\" data-end=\"2357\">Honorary citizenship in Montenegro is granted exclusively based on proposals from high-ranking state officials.<\/p>\n<p class=\"\" data-start=\"1357\" data-end=\"2357\">In Ramaj\u2019s case, the proposal was made in 2023 by then-Prime Minister Dritan Abazovi\u0107.<br data-start=\"1557\" data-end=\"1560\" \/>Montenegro\u2019s citizenship law stipulates that a person may acquire citizenship if their acceptance is of \u201cspecial importance to the state, scientific, economic, cultural, sports, or other interests of Montenegro.\u201d<\/p>\n<p class=\"\" data-start=\"1357\" data-end=\"2357\">For Ramaj, the justification was that his investments would contribute to job creation and promote the \u201ceconomic, financial, and industrial development of Montenegro.\u201d<\/p>\n<p class=\"\" data-start=\"1357\" data-end=\"2357\">The decision was accompanied by a positive opinion from the Ministry of Finance.<\/p>\n<p class=\"\" data-start=\"1357\" data-end=\"2357\">The entire procedure was completed within two months.<\/p>\n<p class=\"\" data-start=\"1357\" data-end=\"2357\">However, the current Prime Minister has expressed \u201cserious doubts\u201d about the legality of granting honorary citizenship, stressing that the positive opinion from the Ministry of Finance was not accompanied by a thorough analysis of Ramaj\u2019s business activities in Montenegro.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Montenegro\u2019s Prime Minister, Milojko Spaji\u0107, has requested the Minister of Internal Affairs, Danilo \u0160aranovi\u0107, to urgently initiate procedures for revoking the citizenship of Kosovar businessman Naser Ramaj, who is accused of tax evasion.
