However, despite regulations requiring that 30% of licensed beach space remain free of charge, this rule is not being enforced, leaving many vacationers frustrated.<\/p>\n<p data-start=\"375\" data-end=\"415\">Beachgoers describe a different reality:<\/p>\n<p data-start=\"417\" data-end=\"706\">\u201cEverything is taken here, all spots are occupied with umbrellas. There&#8217;s barely any space left. We sit on the cement steps\u2014what else can we do? We&#8217;re pensioners, we don&#8217;t have money. No, the rule isn&#8217;t being followed. They&#8217;ve taken everything. Who listens to us?\u201d says an elderly man.<\/p>\n<p data-start=\"708\" data-end=\"1220\">Another adds:<br data-start=\"721\" data-end=\"724\" \/>\u201cThere\u2019s no political will to keep beaches public. Look around\u2014do you see 50 meters of public beach, or is it all hotel space? We sit on the stairs because public beaches don\u2019t exist. It\u2019s humiliating. Look across the sea\u2014compare the prices. We don\u2019t want tourists who eat onions and tomatoes\u2014we want paying tourists. Based on the population and coastline, there should be many more public spaces. What\u2019s happening here is chaos. And if there\u2019s no political will, things will only get worse.\u201d<\/p>\n<p data-start=\"1222\" data-end=\"1552\" data-is-last-node=\"\" data-is-only-node=\"\">The vast majority of Vlor\u00eb\u2019s coastline has been occupied by private businesses offering paid umbrella and lounge services.
