James Rubin continued his testimony at the Kosovo Specialist Chambers in The Hague, where he spoke about Hashim Tha\u00e7i\u2019s role within the structures of the Kosovo Liberation Army (KLA).<\/p>\n
He stated that, based on his direct experience, Tha\u00e7i did not have decision-making authority in the KLA, but rather acted as its representative, following the instructions he received from the commanders.<\/p>\n
\u201cTha\u00e7i often presented to us the latest positions of his group, we would review them, and sometimes we reached agreements on certain matters. But for me it was clear that he did not have the power to make decisions himself \u2014 those belonged to other individuals in the hierarchy. He was the public, representative figure of the KLA,\u201d Rubin said.<\/p>\n
He added that he had direct meetings with KLA commanders and observed their dynamic with Tha\u00e7i.<\/p>\n
