From the testimony of former U.S. Assistant Secretary of State James Rubin in The Hague, where a paralyzing process has badly stained international justice\u2026\u201d Rama wrote.<\/p>\n<p>The testimony of former senior American diplomat James Rubin, the first defense witness for former Kosovo President Hashim Tha\u00e7i, concluded today at the Kosovo Specialist Chambers in The Hague and will continue tomorrow for the third consecutive day.<\/p>\n<p>Rubin also testified about a phone call between Hashim Tha\u00e7i and then-U.S. President Bill Clinton in June 1999, during which Tha\u00e7i pledged to respect minorities despite his people having suffered mistreatment for years.<\/p>\n<p>\u201cI heard from Sandy Berger, President Clinton\u2019s national security adviser\u2014since I did not speak directly with the president. He told President Clinton that, despite the violence they had endured, they would not retaliate,\u201d Rubin said.<\/p>\n<p>\u201cThey would not seek revenge while Serbian forces were withdrawing and NATO was taking control of the situation.
