{"id":80593,"date":"2025-10-01T15:03:07","date_gmt":"2025-10-01T13:03:07","guid":{"rendered":"https:\/\/euronews.al\/en\/?p=80593"},"modified":"2025-10-01T19:33:11","modified_gmt":"2025-10-01T17:33:11","slug":"after-constitutional-court-ruling-eu-urges-kosovo-form-institutions-immediately","status":"publish","type":"post","link":"https:\/\/euronews.al\/en\/after-constitutional-court-ruling-eu-urges-kosovo-form-institutions-immediately\/","title":{"rendered":"After Constitutional Court Ruling, EU Urges Kosovo: \u201cForm Institutions Immediately\u201d"},"content":{"rendered":"<p class=\"p1\"><span class=\"s2\">The <\/span><span class=\"s1\">European Union Ambassador to Kosovo<\/span><span class=\"s2\">, <\/span><span class=\"s1\">Aivo Orav<\/span><span class=\"s2\">, said the international community is analyzing the recent decision of Kosovo\u2019s Constitutional Court, while urging political parties to swiftly form new institutions.<\/span><\/p>\n<p class=\"p3\"><span class=\"s3\">\u201cWe are currently analyzing it, but of course our hope is that the Assembly will be constituted as soon as possible, and that a fully mandated government will follow quickly,\u201d<\/span><span class=\"s2\"> Orav told reporters on October 1.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">A day earlier, the <\/span><span class=\"s1\">Constitutional Court of Kosovo<\/span><span class=\"s2\"> ruled that the Assembly has not yet been constituted, contrary to claims made in late August by Assembly Speaker <\/span><span class=\"s1\">Dimal Basha<\/span><span class=\"s2\">. The Court stated that the Assembly cannot be considered fully constituted without the election of a deputy speaker from the <\/span><span class=\"s1\">Serb community<\/span><span class=\"s2\">.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">The Court ordered deputies to act in line with constitutional provisions and elect a Serb deputy speaker within 12 days of the ruling. Until then, a temporary measure remains in force, preventing MPs from taking steps toward forming a new government.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">The case stemmed from an appeal by the <\/span><span class=\"s1\">Serb List<\/span><span class=\"s2\">, the largest Serb party in Kosovo, which argued that Speaker Basha wrongly declared the Assembly constituted without the election of the Serb deputy speaker.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">Despite parliamentary elections being held in <\/span><span class=\"s1\">February<\/span><span class=\"s2\">, Kosovo still lacks new institutions, as major Albanian parties have failed to reach agreement on moving the process forward.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">In those elections, <\/span><span class=\"s1\">Vet\u00ebvendosje<\/span><span class=\"s2\"> came first with 48 seats, followed by the <\/span><span class=\"s1\">Democratic Party of Kosovo<\/span><span class=\"s2\"> with 24, the <\/span><span class=\"s1\">Democratic League of Kosovo<\/span><span class=\"s2\"> with 20, the <\/span><span class=\"s1\">Serb List<\/span><span class=\"s2\"> with nine, and the AAK\u2013Nisma coalition with eight.
