{"id":81177,"date":"2025-11-03T16:40:40","date_gmt":"2025-11-03T15:40:40","guid":{"rendered":"https:\/\/euronews.al\/en\/?p=81177"},"modified":"2025-11-03T16:03:35","modified_gmt":"2025-11-03T15:03:35","slug":"draft-progress-report-kosovo-shows-limited-progress-political-deadlock-blamed","status":"publish","type":"post","link":"https:\/\/euronews.al\/en\/draft-progress-report-kosovo-shows-limited-progress-political-deadlock-blamed\/","title":{"rendered":"Draft Progress Report: Kosovo Shows Limited Progress, Political Deadlock Blamed"},"content":{"rendered":"<p class=\"p1\">Kosovo\u2019s progress on the European Union agenda has been hindered by divisive domestic politics and the political deadlock following the February 9 parliamentary elections, despite the country\u2019s continued commitment to the European path and high levels of public support.<\/p>\n<p class=\"p1\"><span class=\"s2\">This is stated in a <\/span><span class=\"s1\">draft of the EU Progress Report for Kosovo for 2024<\/span><span class=\"s2\">, obtained by <\/span><span class=\"s1\">Radio Free Europe\/Radio Liberty<\/span><span class=\"s2\">.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">The EU prepares these reports for countries seeking membership in the European bloc. Unlike other Western Balkan states, Kosovo does not yet have <\/span><span class=\"s1\">candidate status<\/span><span class=\"s2\">, although it applied for membership in <\/span><span class=\"s1\">December 2022<\/span><span class=\"s2\">.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">The document notes that Kosovo has <\/span><span class=\"s1\">voluntarily aligned its foreign policy with that of the European Union<\/span><span class=\"s2\">, signaling a clear commitment to EU values \u2014 a step that has been highly welcomed.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">Among other points, the draft report mentions that the <\/span><span class=\"s1\">European Commission has begun the initial steps toward the gradual lifting of punitive measures<\/span><span class=\"s2\">.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">Kosovo was subjected to <\/span><span class=\"s1\">EU sanctions in the summer of 2023<\/span><span class=\"s2\">, as the bloc assessed that Kosovar authorities had not done enough to prevent unrest in the Serb-majority north.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">\u201cFurther steps will depend on continued de-escalation in the north. The Commission aims to lift financial measures once there is a regular transfer of local governance in the north, following the elections held.\u201d<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">In the <\/span><span class=\"s1\">local elections held on October 12<\/span><span class=\"s2\">, the <\/span><span class=\"s1\">Serb List<\/span><span class=\"s2\">\u2014the largest political party representing Serbs in Kosovo, backed by Belgrade\u2014won in the four Serb-majority municipalities in the north: <\/span><span class=\"s1\">North Mitrovica, Zve\u010dan, Leposavi\u0107, and Zubin Potok<\/span><span class=\"s2\">.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">These municipalities had been led by Albanians since 2022, after Serb mayors and other Serb officials resigned from Kosovo\u2019s institutions in protest against decisions made by the Government of Kosovo.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">A report published in May by the <\/span><span class=\"s1\">Institute for Advanced Studies (GAP)<\/span><span class=\"s2\"> in Pristina revealed that the EU\u2019s punitive measures had cost Kosovo about <\/span><span class=\"s1\">\u20ac613.4 million<\/span><span class=\"s2\"> in suspended or indefinitely delayed projects. Of this amount, <\/span><span class=\"s1\">\u20ac7.1 million<\/span><span class=\"s2\"> was lost entirely. The most affected sectors were <\/span><span class=\"s1\">environment, energy, digitalization, and culture<\/span><span class=\"s2\">.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">The draft EU report also refers to the <\/span><span class=\"s1\">EU-facilitated dialogue between Kosovo and Serbia<\/span><span class=\"s2\"> on the normalization of relations. Both countries are urged to <\/span><span class=\"s1\">implement all obligations<\/span><span class=\"s2\"> arising from the <\/span><span class=\"s1\">Agreement on Normalization<\/span><span class=\"s2\">, reached in <\/span><span class=\"s1\">2023<\/span><span class=\"s2\">, and its implementation annex agreed in the same year.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">Kosovo is specifically called upon to engage in finding <\/span><span class=\"s1\">long-term solutions<\/span><span class=\"s2\"> to ensure that <\/span><span class=\"s1\">all communities have access to basic public services<\/span><span class=\"s2\">, in line with the dialogue commitments launched in <\/span><span class=\"s1\">2011<\/span><span class=\"s2\">.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">High-level dialogue was last held in <\/span><span class=\"s1\">September 2023<\/span><span class=\"s2\">, while technical meetings between the parties have continued without achieving a concrete agreement.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">\u2e3b<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Criticism of Serbia<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">In the section on Serbia, the report notes that although the country has opened <\/span><span class=\"s1\">22 out of 35 chapters<\/span><span class=\"s2\">in its EU accession negotiations, it must <\/span><span class=\"s1\">take greater responsibility<\/span><span class=\"s2\"> for proactive and objective communication during the process and <\/span><span class=\"s1\">avoid anti-EU rhetoric<\/span><span class=\"s2\">.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">\u201cThe polarization of Serbian society has deepened due to the mass protests organized by students and other citizens since November 2024, reflecting public frustration over issues such as corruption and perceived lack of transparency and accountability, accompanied by cases of excessive use of force against protesters and pressure on civil society.\u201d<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">Serbia is also criticized for <\/span><span class=\"s1\">failing to align its foreign policy<\/span><span class=\"s2\"> with that of the EU and is urged to move closer to the bloc.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">\u201cThe rapid granting of visa-free travel rights in the EU for Russian citizens by giving them Serbian citizenship presents potential security risks for the EU,\u201d the report states.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">Serbia remains the <\/span><span class=\"s1\">only Western Balkan country that has not imposed sanctions on Russia<\/span><span class=\"s2\"> for its war in Ukraine and continues to maintain <\/span><span class=\"s1\">close ties with Moscow<\/span><span class=\"s2\">.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">The report also criticizes Serbia for attempts to <\/span><span class=\"s1\">undermine judicial independence<\/span><span class=\"s2\">, thereby weakening the <\/span><span class=\"s1\">rule of law and democracy<\/span><span class=\"s2\">, as well as for <\/span><span class=\"s1\">restrictions on freedom of assembly and expression<\/span><span class=\"s2\">.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">\u2e3b<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Rapid Progress in Albania<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">The European Union highlights that the <\/span><span class=\"s1\">enlargement process is advancing at the fastest pace in the past 15 years<\/span><span class=\"s2\">, with <\/span><span class=\"s1\">11 intergovernmental conferences held since early 2024<\/span><span class=\"s2\">, <\/span><span class=\"s1\">five of them with Albania<\/span><span class=\"s2\">.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">Albania is noted for its <\/span><span class=\"s1\">significant progress in reforms<\/span><span class=\"s2\">, having rapidly opened negotiations in <\/span><span class=\"s1\">five clusters of chapters<\/span><span class=\"s2\">.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">\u201cThis reflects Albania\u2019s strong commitment. The country has continued to make progress in reforms, particularly in the comprehensive justice reform and with the completion of the vetting process,\u201d the draft report states, also noting the achievements of the <\/span><span class=\"s1\">Special Anti-Corruption and Organized Crime Prosecutor\u2019s Office (SPAK)<\/span><span class=\"s2\"> in tackling corruption cases, its active international cooperation against organized crime, and the development of financial investigation capacities.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">The report further notes that Albania has <\/span><span class=\"s1\">expressed its ambition to complete all accession negotiations by 2027<\/span><span class=\"s2\">, and that the <\/span><span class=\"s1\">European Commission is committed<\/span><span class=\"s2\"> to supporting countries in meeting the necessary membership conditions, emphasizing that the process is <\/span><span class=\"s1\">based solely on merit<\/span><span class=\"s2\">.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">Among other Western Balkan countries, <\/span><span class=\"s1\">Montenegro<\/span><span class=\"s2\"> is also recognized for its notable progress.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">Montenegro is described as the <\/span><span class=\"s1\">country that has advanced the most<\/span><span class=\"s2\"> in the EU accession process, having opened nearly all required chapters and closed <\/span><span class=\"s1\">seven of them<\/span><span class=\"s2\">.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">Like Albania, <\/span><span class=\"s1\">Montenegro, North Macedonia, and Bosnia and Herzegovina<\/span><span class=\"s2\"> are praised for <\/span><span class=\"s1\">aligning their foreign policies<\/span><span class=\"s2\"> with that of the EU.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">In the section on <\/span><span class=\"s1\">North Macedonia<\/span><span class=\"s2\">, the report notes that the country <\/span><span class=\"s1\">has not yet adopted the necessary constitutional amendments<\/span><span class=\"s2\"> to include in its Constitution the residents living in border areas who identify with other nationalities, including Bulgarian.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">According to the draft, the Macedonian authorities have continued to work on <\/span><span class=\"s1\">strengthening the rule of law, public administration reform, the functioning of democratic institutions, and the protection of minorities<\/span><span class=\"s2\">.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">\u201cNorth Macedonia must intensify efforts to support the rule of law, especially to preserve judicial independence and integrity, and strengthen the fight against corruption.\u201d<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">\u2e3b<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Bosnia and Herzegovina and Other Candidates<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">Regarding <\/span><span class=\"s1\">Bosnia and Herzegovina<\/span><span class=\"s2\">, the report mentions <\/span><span class=\"s1\">domestic tensions throughout 2024<\/span><span class=\"s2\"> due to actions by <\/span><span class=\"s1\">Republika Srpska<\/span><span class=\"s2\">, the Serb entity, including the adoption of laws later overturned by the Constitutional Court.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">\u201cThe country must take relevant steps to hold the first intergovernmental conference, starting with the adoption of justice reform and the appointment of a chief negotiator.\u201d<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">Among other EU aspirants, <\/span><span class=\"s1\">Moldova and Ukraine<\/span><span class=\"s2\"> are praised for their progress (despite Ukraine\u2019s ongoing war with Russia), while <\/span><span class=\"s1\">Georgia<\/span><span class=\"s2\"> is criticized for significant backsliding.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Turkey<\/span><span class=\"s2\"> also faces criticism, despite having held <\/span><span class=\"s1\">EU candidate status since 1999<\/span><span class=\"s2\">.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">\u2e3b<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">A Stronger, United Europe<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">The European Union emphasizes that <\/span><span class=\"s1\">geopolitical challenges have reinforced the idea of a united Europe<\/span><span class=\"s2\"> and that Europeans must do more to protect their values.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">\u201cThis can only be achieved by working closely with our neighbors to create a strong, stable, secure, and united Europe based on shared democratic values.
