{"id":81238,"date":"2025-11-05T17:31:44","date_gmt":"2025-11-05T16:31:44","guid":{"rendered":"https:\/\/euronews.al\/en\/?p=81238"},"modified":"2025-11-05T19:41:43","modified_gmt":"2025-11-05T18:41:43","slug":"finance-minister-presents-2026-draft-budget-at-the-conference-of-chairpersons","status":"publish","type":"post","link":"https:\/\/euronews.al\/en\/finance-minister-presents-2026-draft-budget-at-the-conference-of-chairpersons\/","title":{"rendered":"Finance Minister Presents 2026 Draft Budget at the Conference of Chairpersons"},"content":{"rendered":"<p class=\"p1\"><span class=\"s2\">The meeting of the <\/span><span class=\"s1\">Conference of Chairpersons<\/span><span class=\"s2\"> began this Wednesday, where <\/span><span class=\"s1\">Minister of Finance Petrit Malaj<\/span><span class=\"s2\"> presented the draft budget for 2026.<\/span><\/p>\n<p class=\"p1\"><span class=\"s2\">The minister emphasized that the main priorities of the new budget are <\/span><span class=\"s1\">public finances<\/span><span class=\"s2\">, the <\/span><span class=\"s1\">growth plan<\/span><span class=\"s2\">, and the <\/span><span class=\"s1\">improvement of citizens\u2019 living standards<\/span><span class=\"s2\">.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">\u201cThe 2026 draft budget, already approved by the Council of Ministers and presented today at this conference, clearly reflects the priorities of the government\u2019s 2025\u20132029 program \u2014 for sounder public finances, financing the growth plan, inclusive economic development, and above all, our continued commitment to improving the well-being of our citizens, which is the key focus of this document.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">With planned public expenditures of <\/span><span class=\"s1\">886.7 billion lek<\/span><span class=\"s2\">, the focus will be on social welfare, investment support for a more modern infrastructure, the advancement of digital systems, the development of green energy, and the enhancement of human capital,\u201d Malaj stated.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">Democratic Party MP <\/span><span class=\"s1\">Jorida Tabaku<\/span><span class=\"s2\"> argued that the calendar for the discussion of the 2026 draft budget could not be approved without the <\/span><span class=\"s1\">fiscal package<\/span><span class=\"s2\">, which has not yet been submitted to Parliament.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">Minister Malaj explained that the fiscal package will be delivered to Parliament within the week, as it is still under consultation with stakeholders and has been sent to international partners for review.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">\u201cThe fiscal package is being consulted with interest groups and, primarily, with international partners. We are aligning our tax and customs legislation with EU directives, and it must be reviewed by them as well. It will be submitted to Parliament next week. We do not expect any changes to the fiscal framework, but for procedural reasons, we must obtain the green light first,\u201d Malaj said.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">Tabaku countered:<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">\u201cWhat are we supposed to approve when the fiscal package hasn\u2019t even arrived yet, even though the draft budget already anticipates revenue increases from it?\u201d<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Defense Minister Niko Peleshi<\/span><span class=\"s2\"> responded that the budget presentation is <\/span><span class=\"s1\">not conditional<\/span><span class=\"s2\"> upon the fiscal package, while <\/span><span class=\"s1\">Parliamentary Group Leader Taulant Balla<\/span><span class=\"s2\"> added,<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">\u201cThe government may decide not to submit it at all.\u201d<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Democratic Party parliamentary leader Gazment Bardhi<\/span><span class=\"s2\"> proposed that the review of the draft budget be postponed until next week, so that the fiscal package can be discussed alongside it.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">\u201cThe special calendar we approve today should not include only the draft budget review. The regulations require a specific calendar that includes the fiscal package as well. Since the time when the Parliament was led by Gramoz Ru\u00e7i, there have only been two instances in the past twelve years when the Conference of Chairpersons allowed the budget presentation without the fiscal package. I invite you to respect the Constitution.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">If the Ministry needs one more week to finalize the fiscal package, the calendar can be compressed so we can still meet the approval deadlines within this year. However, the draft budget must be submitted together with the accompanying financial legislation.<\/span><\/p>\n<p class=\"p3\"><span class=\"s2\">The Minister has just confirmed that the package is being prepared.
