The confrontation that took place a day earlier between the leader of the Democratic Party (DP), Sali Berisha, and the head of the Socialist Party (SP) parliamentary group, Taulant Balla, during a parliamentary debate on the gender equality law \u2014 in which the EU ambassador Silvio Gonzato was also mentioned \u2014 has led both parties to file requests for disciplinary action.<\/p>\n
The Democratic Party\u2019s parliamentary group has submitted a request to the Ethics Secretariat seeking a 10-day suspension from parliamentary proceedings for MP Taulant Balla.<\/p>\n
According to the DP\u2019s request, during the November 6 session, Taulant Balla used offensive and threatening language toward opposition MPs. The use of unparliamentary and insulting expressions such as \u201cyou\u2019re barking,\u201d \u201cthis breed of theirs,\u201d \u201cI\u2019ll show you,\u201d \u201cliar,\u201d<\/em> etc., during his remarks on the calendar and agenda, constitutes a disciplinary violation under Article 65\/1, point 1, letter \u201ca,\u201d which specifies:<\/p>\n \u201cA disciplinary measure of exclusion from participation in committees or plenary sessions for up to 10 days shall be imposed on a deputy who, even after being warned by the chair of the session\/meeting, calls for the use of violence, obstructs the normal conduct of the session or meeting, causes chaos, insults, threatens, or assaults other deputies, the chair of the session, members of the Council of Ministers, invited guests, or other persons, or uses offensive language against the President of the Republic, the Prime Minister, or other state institutions.\u201d<\/p>\n The DP\u2019s request adds that such behavior by Taulant Balla has been repeated in multiple sessions and remains unpunished, calling his insults and threats toward opposition MPs unacceptable and grounds for a 10-day exclusion from both plenary sessions and committee meetings.<\/p>\n Meanwhile, the Socialist Party has filed its own request with the Ethics Secretariat seeking the suspension of Sali Berisha for 10 to 60 days, following his remarks about the European Union Ambassador to Albania.<\/p>\n \u201cDuring the plenary session of November 6, 2025, MP Sali Berisha made offensive, denigrating, and discriminatory public statements against the Ambassador of the European Union to Albania, Mr. Silvio Gonzato, thus undermining not only the personal dignity of the diplomatic representative but also the institutional image of the Albanian Parliament.
