A joint conference between the <\/span>Albanian State Police<\/span> and the <\/span>Italian authorities<\/span> was held on Tuesday, focusing on bilateral cooperation in the <\/span>fight against cannabis cultivation<\/span>.<\/span><\/p>\n

During his remarks, the <\/span>Director of the Albanian State Police, Ilir Proda<\/span>, provided detailed information about recent actions taken in this area.<\/span><\/p>\n

He emphasized the importance of cooperation with Italian institutions, noting that <\/span>joint operations have significantly reduced cases of illegal cannabis cultivation<\/span> across Albanian territory.<\/span><\/p>\n

\u201cIt is both a pleasure and a professional responsibility to be here today, together, at this important conference \u2014 which for many years has represented one of the most successful models of cooperation between the State Police and the Italian authorities,\u201d<\/span><\/p>\n

said Proda, underlining that the <\/span>fight against cannabis cultivation remains a strategic priority<\/span>for the Albanian police.<\/span><\/p>\n

According to him, the <\/span>2025 Action Plan<\/span> focused on preventing and cracking down on drug cultivation through coordinated central and local operations, inter-institutional and international cooperation, and increased citizen awareness.<\/span><\/p>\n

Proda highlighted that during 2025, <\/span>812 awareness meetings<\/span> were held with <\/span>over 16,000 citizens<\/span> and the participation of nearly <\/span>3,000 police officers<\/span>.<\/span><\/p>\n

The police also conducted <\/span>217,119 territorial inspections<\/span>, totaling <\/span>330,000 service hours<\/span>, checking greenhouses, warehouses, abandoned houses, tunnels, and open areas.<\/span><\/p>\n

The number of <\/span>drones<\/span> used in monitoring operations increased to <\/span>76<\/span>, and the electronic <\/span>\u201cGIS-NARKOTIK\u201d<\/span> system provided comprehensive data and analytical reports for tracking cannabis cultivation.<\/span><\/p>\n

The <\/span>Ministry of Defense<\/span> also assisted with helicopter transport to reach remote mountain areas.<\/span><\/p>\n

\u201cWe did not stop at ground or aerial controls. Police structures worked proactively to gather intelligence and launch criminal investigations,\u201d Proda said.<\/span><\/p>\n

In the first ten months of 2025, the police secured <\/span>6,917 intelligence reports<\/span> and launched <\/span>104 proactive investigations<\/span> into suspected cultivation.<\/span><\/p>\n

They also <\/span>seized over 10,000 cannabis seeds<\/span> and dismantled <\/span>10 indoor growing setups<\/span>, arresting <\/span>31 individuals<\/span>, including <\/span>employees of the power distribution company (OSHEE)<\/span>.<\/span><\/p>\n

Proda noted that during this period, authorities <\/span>destroyed 203,960 cannabis plants<\/span>, of which <\/span>106,894<\/span> were detected through aerial monitoring and <\/span>97,066<\/span> through ground inspections.<\/span><\/p>\n

The <\/span>Shkodra region<\/span> once again recorded the <\/span>highest cultivation risk<\/span> in the country, with <\/span>over 105,000 plants destroyed<\/span>.<\/span><\/p>\n

In total, police uncovered <\/span>580 cultivation cases<\/span> involving <\/span>191 suspects<\/span>, <\/span>106 of whom were arrested<\/span>. Compared to 2024, this represents a <\/span>reduction of 132 cases<\/span> and <\/span>over 58,000 fewer cannabis plants<\/span> destroyed.<\/span><\/p>\n

\u201cIntegrity and determination have been the foundation of our success,\u201d Proda said, noting that <\/span>163 individuals<\/span>, including local officials and public employees, were prosecuted for <\/span>abuse of office or failure to report crimes<\/span>.<\/span><\/p>\n

He concluded by reaffirming the police\u2019s commitment to <\/span>strengthen technological capacity<\/span>, <\/span>expand cooperation<\/span> with international partners \u2014 especially the <\/span>Italian Police and Guardia di Finanza<\/span> \u2014 and <\/span>further reduce cannabis cultivation attempts<\/span>.<\/span><\/p>\n
