The General Directorate of Taxation has announced that, starting from January 16, it has begun on-site inspections to address the underreporting of wages.<\/p>\n
The inspections will target only those entities that have failed to comply with the minimum wage thresholds set by the tax authorities as of December 1, 2025. Due to the declaration of wages lower than their actual levels, last month the tax administration published a list of indicative wages for the construction sector, based on each profession.<\/p>\n
With the exception of plumbers, whose minimum wage has been set at 60,000 lek\u00eb, all other employees must not be declared with a salary below 80,000 lek\u00eb. With this new list, the tax authorities have automatically increased the sector\u2019s average wage from 68,000 lek\u00eb to 85,000 lek\u00eb. Any business that does not comply with this decision will be considered at risk for underreporting and will be subject to inspections.<\/p>\n
\u201cWe inform that any taxpayer who declares wages below the indicative wage levels, or who changes employees\u2019 job titles with the aim of avoiding the real declaration of wages\u2014thereby endangering the payment of social contributions and pensions\u2014will be considered at risk and, as such, will be subject to inspection by the specialized structures of the Tax Administration,\u201d the latest statement from the tax authorities says.<\/p>\n
Through a letter sent to businesses in this sector, the tax authorities also warn that failure to declare real wages undermines the guarantee of social insurance and pensions. As a result, companies may face in-depth investigations. The inspections will also focus on transactions involving suspicious sources of income, in cooperation with other law enforcement agencies.<\/p>\n
The construction sector employs a total of 63,000 people, a figure that has increased by 20,000 over the past decade, yet it is classified among the sectors with the lowest wages in the country. Although builders have reported wage increases in recent years due to labor shortages, data from INSTAT show that the average wage in construction is 68,277 lek\u00eb, largely due to underreporting.<\/p>\n
Tax investigations in this sector will also extend to apartment sales, including advance payments when accompanied by proper transaction invoices, the documentation of goods with invoices, and the accurate declaration of rental contracts for premises.<\/p>\n","protected":false},"excerpt":{"rendered":"
