The American Chamber of Commerce in Albania (AmCham) raised concerns on Tuesday regarding problems caused by government digital systems, stating that malfunctions and instability\u2014particularly related to the e-Albania platform\u2014are creating serious consequences for businesses, citizens, and the country\u2019s economy.<\/p>\n
According to AmCham, repeated outages, service disruptions, and the malfunctioning of e-Albania have paralyzed administrative processes, preventing companies from meeting legal obligations, carrying out regulatory procedures, and continuing their normal daily operations.<\/p>\n
\u201cThe American Chamber of Commerce in Albania (AmCham) acknowledges and appreciates the efforts and public investments made by the Albanian Government in the digitalization of public services, including the development of the e-Albania platform, as an important step toward modernizing public administration and improving services for citizens and businesses. However, given that government digital systems manage highly sensitive data, the lack of regular auditing, security, and continuous updates in line with international standards poses serious risks to economic stability, business continuity, and national security.<\/p>\n
AmCham expresses particular concern over the ongoing feedback received from its members following recent developments related to the National Agency for Information Society (AKSHI). According to member reports, several services on the e-Albania platform are currently operating in an unstable manner and fail to meet the operational needs of businesses and citizens. These concerns include service interruptions, delays, limited access during peak hours, and unpredictable system performance, all of which directly disrupt normal business activity.<\/p>\n
Such interruptions have a tangible and immediate negative impact on companies\u2019 ability to meet regulatory obligations, serve customers, and carry out daily operations. This concern is especially significant for AmCham, as the Chamber represents a substantial number of member companies operating in the Information and Communication Technology (ICT) ecosystem and related sectors. Many of these companies are internationally certified, apply high security and regulatory standards, and some are fully vetted and authorized to provide services to the United States Government.<\/p>\n
Despite this strong domestic and international experience, AmCham members also report ongoing concerns regarding public procurement processes in the ICT sector. These concerns undermine fair competition and the effective use of public funds, while simultaneously increasing risks related to the management and protection of highly sensitive data. Such data include information related to public institutions, businesses, citizens\u2019 personal and property data, as well as other information of critical importance to the functioning of the state and the economy.<\/p>\n
By comparison, in the United States and other advanced economies, companies involved in government ICT systems and sensitive infrastructure are subject to strict vetting processes, security clearance requirements, and financial controls, including limitations on profit margins, in order to ensure transparency, efficiency, and the protection of taxpayers\u2019 funds.<\/p>\n
For these reasons, AmCham calls on the Government to take immediate corrective measures to ensure the uninterrupted, stable, and reliable operation of all e-Albania services, with particular focus on services critical to business activity and public procurement.<\/p>\n
As short-term solutions, AmCham proposes the following immediate actions:<\/p>\n
