He emphasized that Albania is progressing based on merit and the implementation of reforms, adding that the recommendations of the <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">European Commission<\/span><\/span> within the framework of the IBAR report have been positive and support the continuation of the process. Hoxha also underlined that the country\u2019s strategic goal remains full membership in the European Union by 2030.<\/p>\n<p data-start=\"1050\" data-end=\"1313\">\u201cThere has not been and there is no blockage, there has not been and there is no veto from any member state regarding Albania\u2019s EU accession process,\u201d Hoxha stated clearly, adding that this positive progress has also been confirmed by the EU Delegation in Tirana.<\/p>\n<p data-start=\"1315\" data-end=\"1692\">During his report, Hoxha highlighted Albania\u2019s progress in the negotiation process, noting that the country moved from opening zero chapters in October 2024 to opening all 33 chapters by November 2025.
