The chairman of the parliamentary Committee on Legal Affairs, Ulsi Manja, raised his concern over the high number of civil workers laid off from local administrations. Reportedly the Administrative Court has ruled in favor of over 200 lawsuits.

The Socialist MP noted that this has mainly occurred after 2019 when the ruling Socialists took over 61 municipalities across the country as the opposition boycotted local elections.

Manja warned that compensations for these wrongful terminations will burden the budget of municipalities, as well as taxpayers’ pockets.

“In 2020, 222 lawsuits were won, some have been already compensated and others are on a waiting list. So, for a majority, financial compensation has rolled out. This is a heavy burden for local finances as well as taxpayers”, declared Manja.

Manja urged for careful monitoring of municipalities and appealed to refrain from unfair dismissals.

“In September, we will begin a new mandate bestowed by Albanian citizens and it is very important to have the least possible illicit dismissals from civil service”, stated Manja.

However, as the chair of the Committee on Legal Affairs is pointing fingers towards local governance, an investigation conducted by Euronews Albania’s “Unpublished” revealed that the economic damage caused by these unfair dismissals is worth €130 million.

According to the same investigation, 90% of wrongful termination suits are won by employees.

This is a widespread phenomenon in Albania, occurring since the fall of the Communist regime, or the so-called transition period.

Oftentimes, political rotations have translated into massive layoffs, due to political affiliations.
