Albania set to recount 10% of ballot boxes in September

In September, the Central Election Commission (CEC) will recount 10% of the ballot boxes from the general elections held in April. The process will get underway to assure transparency and confront the data produced by the electronic voter identification from election day.

Last year’s amendments to the Election Code enable the recount after the official results of the elections are declared by CEC.

More specifically, 519 ballot boxes will be recounted based on a random selection, while the process will be monitored by the interested parties.

The entire process will be recorded and the footage will be saved on the server of the Central Election Commission.

The aim of the process, as stipulated by the Electoral Code, will be to guarantee transparency. The data retrieved from the recounting process will be confronted with those supplied by the electronic voter identification and in case of irregularities, the materials will be referred to the Prosecution Officer to be probed into.

It remains to be seen whether the recount will yield any changes in the number of votes received by the political parties, although it is not expected to stir the legitimacy of the electoral process sealed by CEC and the Electoral College in June.

In the complaints filed in May, the Commission for Appeals and Sanctions and CEC decided in favor of a partial recount of ballots in Berat and Durres, although it did not influence the distribution of the parliamentary mandates.
