The top three institutions listed as the most trustworthy by Albanian citizens were foreign, according to the survey Barometer. Tonight’s panel discussed the reasons behind why Albanians tend to have more faith in foreign, rather than domestic, institutions.

According to legal expert Dardan Mustafaj, the fact that Albanians have more trust in the international community indicates “a low democratic culture” in looking for hope from the international rather than themselves.

Mustafaj considered the finding as a failure of the government.

“Eight years ago, Edi Rama vowed to build a state, but now, eight years after, Albanians have once again hanged their hopes to foreigners”, he said.

Political scientist Blerjana Bino argued that the reason why Albanians have more trust in the international community is due to continuous disappointments from their governments.

“They see as models of democracy the United States and the European Union”, she said.

She also stressed that political problems must be solved domestically.

Edlira Gjoni had another approach, linking migration as the main reason why citizens trust the US and the EU on such a large scale.

Blendi Ceka referred to it as a “form of institutional dependency”, as he hinted at the Venice Commission.

“It is unjustifiable that for every issue we tend to completely exclude our own judicial system and look for consultations from the Venice Commission”
