Tender scandals, such as the one with police uniforms, or abuses with the water sewage in Lushnja that led to the arrest of the city’s mayor, appear to be just the tip of the iceberg.

SPAK logged 72 criminal proceedings over unfair competition practices or public auctions. Only 5 have them have actually ended in court, while investigations are still ongoing for another 66.

Confidentiality laws are impeding these affairs from coming out in public.

SPAK is put on the move as soon companies, the Supreme State Audit, or law enforcement authorities refer potential violations in tender procedures.

Violation of tenderer parity or public auctions are offenses that are punishable by law and may lead to sentences of up to three years in prison.
