The High Court overturned the decision of the Special Appeals Tribunal in regards to an arrest warrant issued for Edlira Naqellari and other officials of the Ministry of Internal Affairs, by remanding the case and sending it back to the Court of Appeals for retrial.
High-ranking officials at the Ministry of Interior, who have now become part of a criminal proceeding, appealed the decision that would send them behind bars, by arguing that it was baseless and required a more lenient security measure.
In addition, the High Court’s reasoning behind making the decision to send the case back for retrial remains unknown.
9 former and existing officials at the Ministry of Internal Affairs were arrested 4 months ago during a SPAK operation, on charges of tender fraud related to a police uniforms’ public procurement, which was valued at €25 million euros.
SPAK executed search warrants in the residences of the 9 defendants, at the end of which they arrested the members of the Procurement Unit: Flutura Çekrezi, Ani Omuri and Kleviz Hasani.
The following members of the Bid Evaluation Commission are also in prison: Kreshnik Bejkaj, Fatmir Femneri, Mariglen Buzali and Gëzim Mingaj.
They are being accused of collaborating with the director of the Agency of Concentrated Purchases, Edlira Naqellari – discharged on July 1, by minister Bledi Cuci – violating the rules of public procurement processes, tender competitive equality, and causing economic damages to the state.
