The Albanian President, Ilir Meta has referred the ‘Co-governance bill’ to Parliament for reconsideration.
Meta also gave a roundup of all the reasons behind this decision, in one of which he writes that “it breaches the Constitution and local autonomy”.
Other reasons, according to the President, are that this bill “allows for the creation of parallel institutions and an overlap of their competences, thus violating judicial security; It centralizes more power to a single institution under the jurisdiction of the prime minister; It contradicts the Jurisprudence of the Constitutional Court; It contradicts the principles of the Code of Public Administration procedures, sanctioned in other Codes and Laws”.
“For all of the above-mentioned, in compliance with the Constitution and article 85, clause 1, I have decided to return the law on ‘Co-governance’ back to Parliament for reconsideration, calling on the Albanian Parliament to reassess this law in its entirety because, in its present form and content, this law cannot become a part of our internal legislative framework,” – stated the President.
