If you promise an investment of €5 million and employ over 80 people in the tourism sector, you may be granted a strategic investor status in Albania.

Apart from tourism, the same status can be awarded in several other sectors, including energy, infrastructure, agriculture, and technological areas of economic development.

However, investors have their eyes mainly on tourism and place particular focus on Albania’s coastline.

Upon being granted the strategic investor status, the state guarantees land property, roads, sanitary sewer channels, as well as water and electrical supply.

On special occasions, the state may even expropriate private property, as to pave the way to getting the project going.

The investors then have a right to use Albania’s coast and beach for 30 years.

The majority of these investors have used the law to build private villas, which means that there is no substantial benefit for the tourism sector.

The villas are sold and all profits go straight into the pockets of the building companies.
