Former environment minister Lefter Koka has allegedly earned €1.2 million for the construction of the Fier incinerator plant.
The same scheme as the one in Elbasan, where Koka pocketed some €3.7 million, was also followed in Fier.
The former Socialist parliamentarian learned about the new charge in prison, where he is awaiting trial.
Koka allegedly earned millions of Euros from fraudulent activities with the Elbasan incinerator.
Further into the investigation, SPAK discovered that Koka had also granted a concession that ran counter to legislation on public-private partnerships.
Allegedly, Koka and other ministry officials had forged land property documentation at the site of the incinerator.
The state suffered a financial loss of 16 million Albanian Lek.
The money was transferred to Integrated Technology Waste Treatment Fier, after it was granted a faulty concession by the then-environment minister.
Koka has admitted to the ‘unlawful monetary enrichment’ by creating a fictitious scheme on how the concessionary firm was supposed to conduct its work, such as contracting other companies that were run by close aides or family members.
