The head of the Urban Planning Directory at Saranda’s City Hall, Pandi Zhonga, has been arrested by police.
Jurist at the city’s ASHK, Rovena Alikaj, and notary Aleko Anagnosti, have also been arrested.
The suspects are being accused of ‘abuse of power’.
