The 2022 European Union progress report for Albania, which was presented by the Commissioner for Enlargement, Oliver Varhelyi, positively evaluated the fact that Albania has created a comprehensive platform for digital services, that was realized in a very short time, with many services being moved 100% online – a transfer that came into effect on May 1, 2022, with the aim of improving service delivery and reducing corruption.

During the reporting period, 95% of applications for 1,217 public services were submitted online, with 6,295,567 documents electronically stamped in 2021 by 2,537,042 registered users (2,336,510 citizens and 200,532 businesses) on the e-Albania portal. This amounts to 13,771,931 uses of electronic services for 2021 alone.

The report also assessed that Albania is moderately prepared in the field of digital and media transformation, and that it has made progress in implementing the recommendations of the previous report. The revised Action Plan 2020–2022 of the Digital Agenda continued to be implemented and some of the completed activities included the digitization of archives for the General Directorate of Civil Status, the National Employment Service System “I Want a Job”, the e-Transport electronic platform, digitization of customs services, the e-Invoice system and the National Forestry Information System.

Further progress was made with the adoption of the 2022-2026 Digital Agenda and e-government services. The Law on Electronic Documents, Electronic Identification and Trusted Services related to online business was approved in 2021, fully aligning the national legislation with the EU eIDAS Regulation.

Regarding cyber security, the report stated that the National Authority for Electronic Certification and Cyber ​​Security has taken some new steps to further harmonize the Law on Cyber ​​Security with the EU Directive on the security of networks and information systems and that Albania has created a list of critical information infrastructures and the necessary implementing legislation. The National Cyber ​​Security Strategy 2020–2025 and its Action Plan are in force from 2020.
