Euronews Albania has exclusively obtained a version of the association of municipalities with a Serbian majority of 20 articles, which is expected to be presented next week.

Euronews Albania journalist Kosove Gjoci reported that this statute is only one of the versions, worked on in the agreements of 2013 and 2015.

In the first article of this draft statute, it is proposed that the association be formed based on the Constitution of Kosovo.

The final version of this statute, based on the agreements signed between Kosovo and Serbia, is expected to be made public on Monday.

“The Association/Community is a legal entity established in accordance with the Constitution and the legal system of the Republic of Kosovo”, is stated in the first article of this document.

According to this statute, this association will include municipalities with a Serbian majority, not Serbian ones.

This statute speaks of a type of local self-government, even though to some extent there is still some kind of independence in these municipalities, but it also states that there should be cooperation with central institutions.
