The Minister of Health and Social Protection, Ogerta Manastirliu, has handed the Memorial Hospital the Managerial Autonomy Card with a 2-year term.
This is the first step towards financial autonomy.
“A card that contains all the elements that are decentralized and transfer its administration to the hospital itself, starting from human resources, administration, autonomy to create new modalities in the selection of staff, whether medical or non-medical, within the framework of growth performance, increased activity. The key point of managerial autonomy is the most flexible organization”, said the Minister of Health, Ogerta Manastirliu.
The University Hospital Center, Durrës and Shkodër Regional Hospital, in cooperation with teams from Turkey, have started the procedures for Hospital Autonomy.
“In three other hospitals of the country, teams from Turkey have been placed in the QSUT, in the Hospital of Durres and in the Hospital of Shkodra, where administrative, managerial and medical personnel have been assigned. Just as the Memorial has progressed, other hospitals should also proceed in preparation to obtain the Managerial Autonomy Card and then continue with the Financial Autonomy, which will pave the way for all the budgeting based on the hospital activity. says Manastirliu.
Hospital autonomy gives the opportunity to public hospitals to have the appropriate legal and regulatory mechanisms: to self-administer from a managerial and financial point of view, ending the era of centralization of tertiary public health services only in university hospitals.
