The draft statute of the Association of Serb Municipalities has strained relations between Kosovo and Serbia.

Kosovo’s Assembly Chairman Glauk Konjufca said that an anti-constitutional position cannot condition the dialogue. According to him, the draft statute of the Association presented in Brussel, undermines the state of Kosovo.

“If the price of this process is to destroy Kosovo, undermine the foundations of our state, then it’s best we bid our goodbyes, as there is no interest here. Normalization comes while we march towards reciprocal recognition, it cannot come by destroying the state of Kosovo with a Republika Srpska,” said Konjufca.

He also had a message for the European Union, in a press conference he held after meeting with his Austrian counterpart.

“The starting point should be within the Constitution of the Republic of Kosovo. I think that if important international partners, if the EU does not think that the solution must be within the Constitution, then Kosovo has nothing more to ask from this dialogue. We are not interested in destroying our constitutionality,” Konjufca further explained.

In the May 2nd meeting in Brussel, Prime Minister Albin Kurti and Serbian President Aleksandar Vučić did not agree on the draft statute of the Association.

Kurti said that the draft was anti-constitutional and dismissed the Managing Team that compiled it, an act that the EU considered to be a violation of the agreement.

The EU has also warned of another meeting this month, to further push the creation process of the Association, by clarifying the proposals from both sides. European and American mediators are expected to arrive in Kosovo and Serbia, too.
