Special Court’s decision on Elbasan incinerator, Former Environment Minister sentenced to 5.8 years

Special Court of First Instance for Corruption and Organized Crime (GJKKO) has announced the decision for the Elbasan incinerator. Former Environment Minister, Lefter Koka, was sentenced to 8.6 years, of which he will serve 5.8 due to the summary trial.

Meanwhile, the former general secretary of the Ministry of Environment and former deputy Alqi Blako has been declared innocent of the charge of abuse of office.

GJKKO’s decisions for the Elbasan incinerator:

Lefter Koka, 8.6 years in prison with summary trial, 5 years and 8 months

Klodian Zoto 10 years in prison, summary trial 6 years and 8 months

Mirel Mertiti 10 years, summary trial 6 years and 8 months

Stela Gugallja 7 years, summary trial 4 years and 8 months

Alqi Blako is declared innocent

Pellumb Abeshi 4 years, summary trial 2 years and 8 months

Bardhyl Cabiri 2 years

Jonida Zeqo 4 years, summary trial 2 years and 8 months

Serafin Papa 1 year 4 months in prison

Former Environment Minister, Lefter Koka, was arrested on December 14, 2022 with order of Special Anti-Corruption Structure (SPAK). There are 2 “prison arrest” measures against him, for the incinerator in Elbasan and the incinerator in Fier.

SPAK claims that Lefter Koka has benefited through bribery of 5 million euros for the construction of 2 incinerators.
