The head of diplomacy of the European Union, Josep Borrell, confirmed that a tripartite meeting was not held in Brussels, as Kosovo was not ready for such a meeting. The Prime Minister of Kosovo, Albin Kurti, presented three conditions for the continuation of the dialogue with Serbia, which were the signing of the agreement, the withdrawal of Serbia’s letter of reservation and the surrender of Radojicic.

Meanwhile, Serbia was not entirely ready to accept the terms imposed by Kurti, although the Serbian president, Aleksandar Vučić, expressed a willingness to explore some of the demands. Vučić emphasized that Kurti did not want or dare to meet with him for a direct dialogue.

During the bilateral meetings, Borrell and the EU envoy for dialogue, Miroslav Lajcak, discussed with both leaders their positions on the process of normalizing relations. Despite the efforts, disagreements between the parties prevented the holding of a tripartite meeting, leaving unclear the way forward for the dialogue between Kosovo and Serbia.
