About 33% of apartments in our country are unoccupied. At the district level, the highest number of empty apartments is in Vlora, while the lowest number is in Tirana.
In the entire country, there are 1 million and 82 thousand dwellings, but only 726 thousand of them are inhabited. So, 33% of them, or about 1 in 3 apartments, are unoccupied in this period.
The largest number of empty apartments is located in Vlora. In this district, in October 2023, when CENSI was conducted, 51% of the doors were not opened by anyone, even though the surveyors went up to 3 times a day and at different times of the week. Above the national average, Durrësi, Gjirokastra and Lezha also have high percentages of unoccupied apartments, which are between 35% and 43%.
The other counties have lower percentages, where Tirana stands out, which has the largest number of housing units and the lowest percentage of empty housing.
According to the structure, the highest percentage of unoccupied housing results in buildings, with around 40%.
The stock of empty housing has been created as a result of migration, which since 2011 has reduced the population by about 400 thousand inhabitants. After leaving, many of them have chosen to keep their apartments locked, instead of renting them out for financial gain.
This reality contrasts with the growing supply in the construction and real estate market, where the demand for purchases continues to remain high.
