Currency exchange offices in Albania will no longer be allowed to conduct cash transactions exceeding 1 million lek—either in a single exchange or in multiple linked transactions.
This new regulation, introduced by the Central Bank, aims to enhance oversight and combat unreported cash flows. Individuals or businesses wishing to exchange amounts over this limit, or the equivalent in foreign currencies, will now be required to process the transaction through bank or payment accounts.
The draft regulation also imposes stricter requirements for individuals seeking a license to operate a currency exchange office. The minimum capital requirement is set to increase from 2.5 million lek to over 5 million lek.
Additionally, the regulation mandates that any payment of initial capital, any future increases, and any changes to the capital structure must be accompanied by documentation on the source of funds submitted to the Bank of Albania.
The Bank of Albania retains the right to request further clarifications and conduct verifications regarding the origins of the funds used as initial or additional capital.
