The President of the Republic has decreed September 12, 2025, at 10:00 a.m., as the date for the first session of Albania’s new parliamentary legislature.
In a message addressed to citizens and deputies, the Head of State emphasized the importance of this legislature for continuing reforms, strengthening institutions, and fulfilling the aspiration of European Union membership.
The President called on deputies to demonstrate responsibility, dedication, and cooperation, as well as to represent with dignity the citizens who elected them. He underlined the need for a humble majority and an active opposition, in the service of dialogue and democracy.
Among the priorities of the new legislature, he highlighted functional justice, economic development, education, the environment, demographic challenges, and preparations for European integration.

The first session of the XI Legislature of the Parliament will be held on September 12, 2025, at 10:00 a.m., opening a new chapter in the institutional life of the Republic of Albania.
Parliament is the symbol of democracy, the space where you, distinguished deputies, will dedicate yourselves to the responsibilities and commitments you have undertaken, the space where the voices of all Albanians must be heard and respected.
Albania stands at a historic moment in its path toward European Union membership. In fulfilling this major priority, Parliament has the honor and duty to represent the vision and aspiration of Albanians for a European Albania.”
The President stressed that the new legislature bears the responsibility of continuing reforms, aligning lawmaking with the country’s priorities and challenges, constantly updating legislation, overseeing governance, upholding constitutional norms, ensuring transparency, fostering constructive debate, encouraging cooperation, and making wise decisions in service of improving citizens’ lives, the nation’s interests, and its future.
He noted that this legislature brings together experienced deputies and newcomers, combining continuity and experience with new ideas, energy, and spirit as a natural part of democratic processes.
“The responsibility and humility of the majority in exercising power must be complemented by an active, constructive, and committed opposition. Dialogue and respect for differences are the foundation of democratic coexistence,” he said.
The President added that the legislative process and the quality of laws must reflect the real needs of society, development challenges, and efforts for justice and equal opportunities. Civil society, the media, academia, professionals, and other actors should be even more involved in this process as part of the common effort to build a fairer and more developed Albania.
He underlined that EU membership is a transformative and strategically important process requiring deep reforms and unwavering commitment. Through daily work and parliamentary decisions, Albania must meet every criterion and overcome every challenge to achieve full EU membership.
He emphasized the importance of transitioning from judicial reform to a functional and independent justice system, where no one is above the law, and organized crime and corruption are firmly fought.
While engaged in this process, Albania must continue its dignified representation in international relations alongside its strategic partners: the EU, the U.S., and NATO. Albania will remain committed to supporting Kosovo and Albanians across the region and beyond, acting as a proactive factor for peace, dialogue, and comprehensive positive development. With its unique traditions of interfaith harmony, Albania can provide constructive expertise, innovative initiatives, and an inspiring example.
“Honorable deputies, each of you has received a precious trust from the citizens. Now is the time to turn that trust into action. Albanians expect concrete results, improvements in daily life, good governance, and development that brings prosperity.
