The Presidency has issued a response regarding the legal framework under which the appointment of the virtual minister Diella, presented a day earlier by Prime Minister Edi Rama at the Socialist Party Assembly, will take place.
In response to media inquiries, the Presidency clarified that Article 2 of the decree assigns the Prime Minister a specific function, based on the proposal of the winning party in the May 11 elections, the Socialist Party.
“Today, the President of the Republic has decreed only the Prime Minister. The ministers will be decreed at a later date. The constitutional basis of the decree is found in its introductory line.
The appointment of the Prime Minister is made according to the proposal of the party that won the elections.
Article 2 of the decree assigns the Prime Minister a specific function, also in line with the same proposal.
As for references to Articles 102 and 103, the Prime Minister meets the conditions and requirements foreseen in these two articles,” the Presidency’s statement reads.
