Following the appointment of the Prime Minister, by decree on Friday, the President of the Republic, Bajram Begaj, upon the proposal of the Prime Minister, has decreed the names of the 16 ministers of the new “Rama 4” cabinet.
The decrees have been submitted to the Parliament, where the government is expected to receive a vote of confidence. Afterwards, the new cabinet will have to be sworn in on the Constitution at the Office of the President.
The procedure for the formation of the new government will be completed in accordance with the Constitution in the coming days, with the swearing-in of the Prime Minister and ministers, after Parliament approves the program and composition of the cabinet.

- Elisa Spiropali – Minister for Europe and Foreign Affairs
- Petrit Malaj – Minister of Finance
- Blendi Gonxhja – Minister of Tourism, Culture and Sports
- Sofjan Jaupaj – Minister of Environment
- Mirela Kumbaro Furxhi – Minister of Education
- Evis Sala – Minister of Health and Social Welfare
- Delina Ibrahimaj – Minister of Economy and Innovation
- Besfort Lamallari – Minister of Justice
- Pirro Vengu – Minister of Defense
- Andis Salla – Minister of Agriculture and Rural Development
- Ervin Demo – Minister of State for Local Government
- Majlinda Dhuka – Minister of State and Chief Negotiator
- Adea Pirdeni – Minister of State for Public Administration and Anti-Corruption
- Toni Gogu – Minister of State for Relations with Parliament
The virtual minister “Diella” has not been included in the decree of new ministers. This is because, on September 12, when President Bajram Begaj decreed Edi Rama as Prime Minister, Article 2 of the signed decree stated: “The Prime Minister shall also exercise responsibility for the establishment and functioning of the Ministry of Artificial Intelligence ‘Diella’.”
