Former U.S. State Department official James Rubin stated before the Special Prosecution that there is no evidence or information supporting claims about the involvement of the KLA leadership in orders for killings or organized crime.

“There is no information or evidence to support the allegations that KLA leaders gave orders for killings or were involved in organized crime. These are unproven accusations. The KLA operated under repression from Serbian forces and did not have a proper military structure,” Rubin said during his testimony.

He added that the goal of the international community had been to assist in the transformation of the KLA into a democratic organization—a process which, according to him, is being carried out with the help of NATO and the United Nations.

Regarding allegations of drug trafficking, Rubin emphasized that “there is no independent information.”
