Euronews Albania Secures the Program Rama Will Present in Parliament

Prime Minister Edi Rama will present during Thursday’s plenary session the government program for the next four years.

The 59-page program is based on three main pillars: European Albania, Sustainable Economic Growth, and Wellbeing for All.

According to the government, EU membership by 2030 remains the main priority, while the program aims to strengthen the rule of law, modernize digital administration, develop the economy, and improve services for citizens.

“We have on the table an agreed plan with the EU to close negotiations within the next two years. For the first time, Albania has a real opportunity to become an EU member within this decade,” reads the program obtained by Euronews Albania.

Main Points of the Government Program and Strategic Priorities:

  • Economy and Finance: Public debt has fallen from 80% to 55%, per capita income has tripled, the average salary has more than doubled, and GDP has doubled. The government aims to create 100,000 new jobs and support entrepreneurship with favorable fiscal policies.
  • Education and Culture: The program foresees doubling the number of students in vocational education, setting up smart labs, raising teachers’ average salaries, and investing in university infrastructure. It also includes opening Albanian cultural centers abroad and continuing the restoration of historical sites.
  • Health and Social Protection: The health budget has tripled, 400 health centers and 53 new hospitals have been rebuilt. The program envisions expanding social services, increasing pensions, and supporting families in need.
  • Infrastructure and Energy: Road, bridge, and tunnel construction will continue, including strategic projects such as the Blue Corridor and national railways. The energy strategy focuses on diversifying sources and increasing production capacity.
  • Defense, Order, and Justice: Investments in the Armed Forces and police will increase, including the creation of a military industry and the digitalization of the justice system. Road safety and crime prevention also remain priorities.
  • Tourism, Agriculture, and Environment: The government aims to boost elite and eco-tourism, double agricultural exports, and complete irrigation projects. Protected areas and waste recycling will be aligned with European standards.

The new government program also seeks to improve regional connectivity and develop transport infrastructure, including airports and ports, transforming Albania into a secure and well-equipped destination for investment, tourism, and services.

Membership is not just a diplomatic objective, but a transformative process that strengthens the rule of law, modernizes digital administration, enhances the integrity of public services, guarantees public and national security, and places Albania at the heart of European decision-making.

Sustainable Economic Growth is the second pillar and the path that turns vision into reality. New Albania is built on sound finances and fair taxation, on a predictable business climate and a labor market open to youth. It stands on year-round tourism, agriculture and villages modernized with technology, clean energy that makes us an exporter of the green future, and innovation that empowers new generations to create and compete. Above all, it is driven by modern infrastructure – ports, airports, railways, and road corridors – that connect Albania with the region, Europe, and the world, turning our country into a new hub of development.

Wellbeing for All is the third pillar and our contract with citizens. It is about better childcare and kindergartens, education connected with real life and Europe, free and modern healthcare, dignified pensions, and social services that support those in need. It is about youth finding jobs and opportunities, sports and culture enriching daily life, and a protected environment and green economy becoming part of our daily habits.

This is our program: European Albania, Albania of Growth, and Albania of Wellbeing. Three pillars, one goal, one destination. By 2030, Albania will no longer knock on Europe’s door, because the door will be open, and we will be inside, with full dignity and unwavering confidence that our generation has given Albanian history a victory that cannot be reversed.”
