During the presentation of the Startup Albania platform, Prime Minister Edi Rama once again clarified the role of the virtual minister Diella.
He emphasized that Diella’s role is limited to processing data as quickly as possible and providing immediate answers, stressing that she does not make political or governmental decisions but acts only as a supportive tool for information processing.
“Diella does not make decisions — we decide for her! We have not given her the responsibility to govern,” Rama said, adding that there are many misconceptions about the virtual minister’s role, but these are not based on real arguments. He underlined that responsibility for decision-making remains entirely human and that Diella is not delegated to make final decisions.
The Prime Minister explained that the purpose of the virtual minister is to process data with greater speed and efficiency than humans, offering fast and accurate responses.
As part of the Startup Albania presentation, Rama highlighted that this platform will use Artificial Intelligence to process applications from startups seeking grants, thereby eliminating traditional bureaucracy.
“It’s a system that doesn’t work with ‘no,’ ‘come back tomorrow,’ or bureaucratic delays. The platform is available 24 hours a day, it doesn’t take breaks, it doesn’t have a lunch hour, and it doesn’t fall asleep,” Rama stressed. He added that this approach ensures complete transparency, where all applicants will know at any moment the status of their applications, with results visible to everyone.
According to the Prime Minister, this new way of processing represents an important step in eliminating the obstacles of human bureaucracy, which often results in an automatic ‘no,’ and turning it into an efficient and transparent ‘yes.’
